This publication represents the continuation of the rapid reconnaissance activities begun in 2020 by Defence for Children International Italia, as part of the Child Rights Helpdesk project together with CeSPI within the National Observatory on Unaccompanied Foreign Minors.
The report, the Rapid Assessment, emphasizes the immediacy and actionability of the survey carried out during 2021 with attention to Sicily, Puglia, Marche, and Liguria. Through nine indicators, it demonstrates how the normative measures have not yet managed to be translated into strategies and practices of the national reception system.
The observation highlights how foreign minors who reach Italy because of a decision to leave their country and home due to conflict, poverty and need, continue to suffer systematic discrimination and penalization in the reception path despite the obligation of equal treatment indicated by the first article of the Law.
