Summary

With the project ‘Closing a protection gap for separated children in Europe’ financed by the DAPHNE III programme of the European Commission, issues regarding separated children have been brouhght into focus such as the quality of guardianship. A research has been carried out and high quality Core Standards for guardians of separated children in Europe have been developed based on the participation of separated children and a focus on the rights of the children according to the Convention on the Rights of the Child.

Thanks to the publication of the Core Standards, a first step has been taken to close the protection gap for separated children in Europe, the next important steps to further close the protection gap are to work with the Core Standards in practice fostering their implementation and to take the work further on towards improved policy and legislative initiatives at national and European level providing the strongly needed framework for responsibilities of guardianship systems in order for all separated children in Europe to get the protection they are entitled to.

In order to enlarge the scope, raise the awareness and guarantee the sustainability of the project, three new project partners are included in this follow up project and nine other European countries will be involved.

Objectives

The main goal of this project is to implement the Core Standards for guardians of separated children in Europe in practice, policy and legislation and guarantee that all guardians in Europe are empowered, qualified, have the mandates and work environment within appropriate guardianship systems to work in the best interest of the separated child.

By advocating and working on a European instrument inspired by the Core standards, consultation of separated children, empowerment of guardians, national advocacy and enlargement of the scope, this project will add essential value to the impact and sustainability of the Core Standards and the harmonisation of the protection separated children receive from their guardian irrespective of the EU country they entered.

Activities
  • The nine project partners will analyze the situation in their respective countries, highlighting existing difficulties based on consultations with unaccompanied minors and guardians. A former unaccompanied minor will accompany and support the process in each country in a consultative capacity.
  • At the national and European level, possible legislative reforms will be discussed through meetings with experts, key actors and political referents.
  • Consultations with members of the European Parliament and the Council of Europe will lead to the development and elaboration of a European document.
  • With a view to expanding the project’s reach, new European partners have joined this second phase of the project and nine additional countries and their respective organizations will be involved during the activities.
  • All tools and best practices will be available on the project’s dedicated website.
