Summary

Although at the European level there have been significant developments in recent years on the aspect of guardianship of unaccompanied minors and important experiences, tools and working methodologies have been conducted, there are still serious shortcomings in some EU member states regarding the legislative and administrative aspect. We are still far from a harmonious model for addressing the needs of unaccompanied foreign minors, including that to sufficient protection.

Therefore, this initiative aims to improve the capacity of some EU member states to apply good practices in the area of legal protection of unaccompanied foreign minors by promoting a harmonization of protection systems.

Italy, a partner member of the initiative, in light of the developments undertaken in the preceding years, can constitute itself as a guide in particular for countries such as Greece, which has similar problems to ours but still lacks a qualified protection system and has a law that has been lying for a few years waiting to be discussed.

January 2018 - Janunary 2020

 
Objectives

- To activate training processes for guardians of unaccompanied foreign minors so that they are better able to protect the rights of unaccompanied minors;

- Strengthen the role of the guardian in the system of care and wellbeing of unaccompanied foreign minors.

- Qualify and promote inter-agency cooperation to establish a holistic child and adolescent protection system.

- Strengthen the protection of minors experiencing migration.

Activities
  • a project launch event;
  • an initial orientation phase to assess and verify the needs of children and guardians already appointed, through interviews and consultations;
  • a training course for aspiring guardians (80-100 people) modelled on what was already conducted during the courses held in 2017;
  • a training course aimed at professional aspiring guardianship trainers;
  • a series of information and awareness-raising events on guardianship addressed to professionals working in the context of the reception of migrant minors
  • a number of information and training meetings with university students;
  • an international conference in Athens;
  • an international website dedicated to the project.
  • As part of the initiative, tools will also be developed to further define the role and functions of the guardian to improve the entire guardianship system, including:
    • a needs analysis report
    • a manual on guardianship operating procedures; and
    • guidelines for guardianship trainers;
    • a multilingual information brochure for children on the role of the guardian;
    • an information material addressed to guardians and practitioners.
